The pessimistic, baseline and positive forecast scenarios implied no, some, and high governmental support for the infrastructure development of electric vehicles across Russia. According to the optimistic scenario, the sales volume would reach a compound annual growth rate of 30 percent between 2017 and 2025. The baseline and pessimistic scenarios predicted sales of 8.5 thousand and 2.5 thousand EVs countrywide in 2025, respectively.
