In 2022, the public debt that Uruguay's central government owed to foreign creditors equaled 28.3 percent of the country's gross domestic product (GDP). The volume of external debt in relation to GDP increased more than three-fold from 2000 to 2003, reaching its peak at 68 percent before steadily decreasing until 2008. Ever since, the share of external debt in Uruguay has remained below 35 percent, except for 2020.
