The European Commission initiated the 116 numbering range in 2007 by requiring Member States to reserve all six-digit telephone numbers starting with 116 for services of social value. The purpose of the 116 numbers is to give EU citizens a common set of free telephone numbers that they can use when in need or distress, irrespective of where they happen to be within the EU.
The study provides detailed analysis of the way in which the usefulness of the various 116 services is perceived across the EU. It assesses whether people feel they have sufficient information about the helplines and hotlines available to them, and examines how well-informed EU citizens are about those services and the organisations that deliver them.
